PROFESSIONAL EXPERIENCE

1977 Enrolled at the Bar (Supreme Court of India)

1978-80 Liu Po Shan Lecturer-in-Law, Trinity College, Oxford

1981-82 Worked as Officer on special duty in the Prime
Minister’s Office with late Mrs. Indira Gandhi.

1982-84 Appeared in miscellaneous and regular matters extensively in Supreme Court of India in Constitutional, Commercial and other matters. Drafted briefs in various fields of Law, including commercial and constitutional matters, arbitration, contract, sale of goods, company law, services and labour, and opinion work. Argued several leading cases of Constitutional rights, civil liberties, including Press law and freedom of expression.

1984-89 Senior partner, TALIB LUTHRA and ASSOCIATES. Extensive Chamber and Court practice especially in Commercial, Constitutional Airline, Press Law and Administrative Law, Associates in several cities of India.

 Inducted into the Union Council of Ministers as Deputy Minister of Commerce in June 1991.
 Assumed charge as Minister of State for External Affairs on 18 January 1993 and served till June 1996.
 Elected GLOBAL LEADER OF TOMORROW by World Economic Forum (Davos) — 1995.
 Leader of Indian Delegation to UNHRC, Geneva — 1995.
 Convener of Foreign Affairs, Department Of All India Congress Committee(I) — 1996-1998.
